How to Build Department in Simcity

I’m so confused when i play simcity 2013, because i can’t build some items. I see the checklist and it says i have to build department.
But, in other case i cannot find the department buildings in any menu, and or any option (city view, region view, or city specialization)
If you got same problem, don’t be confused anymore. I just found the solution.
Follow my tutorial.
What you have to do is just build your city with items that available, just build it baldly, don’t be confused with locked items.
Build your city, with all item and increase population (there are a lot of tips to increase population), increase more until reach 15k population.

and after that upgrade your city hall become suburban city (level3).
If you reach this point, all menu of department will unlocked automatically. You can build department items on menu edit at city hall.

The price and details about department items will explained in these following explanation

1. Department of Educations

This Item will unlocked building of education menu. The unlocked items are High School and University
price of this department is 15k simoleon and it take 500 simoleon/hour.

2. Department of Finance

This item will unlocked building for the finance access. The unlocked items are Tax Rate Control per Zone and Wealth.
price of this department is 15k simoleon and it take 500 simoleon/hour.

3. Department of Safety

This item will unlocked building for the health and safety building. The unlocked items are Hospital, Large Fire Station, and Police Precinct.
price of this department is 15k simoleon and it take 500 simoleon/hour.

4. Department of Tourism

This item will unlocked building for the tourism speciality. The unlocked item are Landmarks, Pro Stadium, and Large Park.
price of this department is 15k simoleon and it take 500 simoleon/hour.

5. Department of Transportation

This item will unlocked building for transportation tool. The unlocked items are Passenger Train Station, Bus Terminal, Municipal Airport, and Ferry Dock.
price of this department is 15k simoleon and it take 500 simoleon/hour.

6. Department of Utilities

This item will unlocked building for utilities. The unlocked items are Water Pumping Station, Sewage Treatment Plant, and Recycling Center,
price of this department is 15k simoleon and it take 500 simoleon/hour.

And i suggest you to build the Department of Utilities first. Because the polution is the big problem that make your population down.
